Contractor Leadership Committee
Chair: Charles Tamayo, Chesapeake Electrical Systems
The Contractor Leadership Committee (CLC) of the Virginia Transportation Construction Alliance (VTCA) is committed to representing the unique interests of the Contractor Membership category of the Alliance through authority granted by the VTCA Board of Directors.
The CLC represents and advances the interests of all contractor members through its own meetings and through liaison with the VTCA Board of Directors. The CLC shall advance the interests of its members and the Alliance by promoting open communication between the Contractor Membership and all other membership groups within VTCA. The CLC promotes open communication and cooperation with government agencies and establishes policy for the Contractor members within the best interests of VTCA.
Assisting the CLC are several joint industry-VDOT subcommittees that focusing on specific areas of expertise.

Understanding the value and power of working together toward a common objective the Joint Highway Cooperative Committee (JHCC) was established by VTCA and VDOT over 50 years ago. The standing committee of key VTCA and VDOT representatives is designed to discuss and resolve issues ensuring the delivery of an effective quality transportation system. Operating the oversight of the Contractor Leadership Committee the JHCC works closely with the CLC Subcommittees bringing VDOT and industry expertise to specific areas of the transportation program. Through regular committee and subcommittee activity, the JHCC works to improve technical, administrative and operational operations across all aspects of the transportation construction industry.

- Develop a transportation system that exemplifies the highest standards of quality, safety and environmental sensitivity.

Design Build Committee
Chair: Mike Higgins, Branch Highways
The Design Build Committee was established to represent the Alliance’s interest in Design Build procurement methods and contracting requirements used in Virginia’s transportation program related projects.
Since introduction of state legislation in 2001 that authorized VDOT to begin utilizing the design build method of procurement the Department has continued to evolve the program. In anticipation of the growing use of Design Build VTCA established the Design Build Task Force to work closely with the Virginia Department of Transportation and represent the interests of the industry. The original vision of the task force was to have it remain active during VDOT’s development of the new procurement methods and contract language necessary for Design Build delivery.
As a result of the continuing dynamic nature of the Department’s program the Task Force was officially converted to a standing committee in 2009 by the VTCA Board of Directors. The Design Build Committee operates under the oversight of VTCA’s Contractor Leadership Committee.
