The rule went into effect on January 19, 2024, and implementation began on July 17, 2024. NEW Aggregate Industry Economic Impact Report
In 2023, VTCA tasked the Virginia Tech Center for Economic and Community Engagement to conduct a study highlighting the economic impact of Virginia's aggregate and industrial mining industries to increase policymakers' and localities' understanding of the importance of the industry.
As the bedrock of Virginia's economy, this industry has over 150 businesses that have operated in communities across the Commonwealth for multiple decades, distributing most products within an average of 30 miles from where they are produced.
Why does supporting quarries mean you're supporting local businesses and communities?
Quarries are local. Because transportation costs for aggregate are so high, most quarry products go to supporting local infrastructure development, agriculture, roads, and buildings. Quarry businesses also look far into the future when developing their quarries, meaning they will be reliable local employers for 100+ years, providing mostly full-time, livable-wage jobs.

VDOT – VRMCA Co-Op Meeting Notes
The three major materials utilized in road construction are aggregates, asphalt, and concrete. To stay up with the latest trends, research, and issues related to these critical road building materials, VDOT and the relevant industry associations have long standing VDOT-Industry Cooperative Committees. Thes Co-Op Committees are comprised of industry producer/contractor representatives and VDOT representatives from Central Office Materials, District offices, Construction, Maintenance, Research Council, and other areas of the Department as required. These cooperative meetings are generally conducted biannually and discuss many topics related to the specific materials.
VTCA Aggregates Program is the industry partner on the VDOT – Aggregates Co-Op and VTCA is a listed guest and attends both the Asphalt and the Concrete Co-Op meetings.
As a service to our members, VTCA will post the latest minutes from these Co-Op meetings.
