VDOT Releases Contract Guidance for DBE Program Reinstatement
On June 16, VTCA announced Commissioner Brich's memorandum announcing VDOT's intention to restart Virginia's Disadvantaged Business Enterprise (DBE) Program on July 1, 2026, under revised federal requirements.
VDOT has, as anticipated, released the detailed implementation memoranda referenced in the Commissioner's announcement. The guidance outlines how DBE requirements will apply based on contract type and contract status, including projects underway before the October 3, 2025 suspension, contracts executed during the suspension period, and contracts advertised after July 1, 2026.
