VTCA Co-hosts Northern Virginia Legislative Breakfast

In mid-December, VTCA co-hosted a Legislative Breakfast in NOVA with an impressive list of current and new legislators. Associations partnering with VTCA again this year were the Heavy Highway Contractors Association, NOVA Transportation Alliance, Virginia Asphalt Association, and Associated Builders & Contractors. 

Workforce Development Takes Center Stage 

One of the key focal points of the meeting was the pressing need for workforce development within the transportation construction sector. Recognizing the pivotal role our industry plays in fostering economic growth and connectivity, legislators engaged in a thorough discussion about strategies to attract, train, and retain a skilled workforce.  

The legislative meeting emphasized the importance of collaboration between government bodies with the newly created Department of Workforce Development, educational institutions, and industry stakeholders to create comprehensive workforce development programs like the Community College’s Virginia Infrastructure Academy (VIA). 

The VIA is a statewide effort to quickly credential core transportation construction positions in order to get people into the field and working on projects. Transurban North America, operator of the 95, 395, and 495 Express Lanes, celebrated the imminent completion of the 95 Express Lanes Fredericksburg Extension with a $250,000 grant to the Virginia Infrastructure Academy at Germanna Community College. 

A sizable portion of the funds will go toward outreach, recruitment, and employment efforts to get more veteran students into road and bridge construction careers. Other elements of the award, including a Virginia Infrastructure Academy Coach, will support all students pursuing credentials and careers in road and bridge construction. 
 
These programs aim to equip individuals with the necessary skills and knowledge required for the evolving demands of transportation construction. 

Addressing the Deficit in Multimodal Transit 

Another crucial topic discussed during the meeting was the deficit at WMATA.  There is agreement for a need for strategic investments to enhance our state's transportation network. Legislators highlighted the significance of a diverse and efficient transit system that incorporates various modes of transportation, including roadways, railways, public transit, and pedestrian infrastructure. 

As construction engineers and contractors, your expertise and involvement in these projects will be instrumental in shaping the future landscape of transportation in our state.

Recognizing the symbiotic relationship between workforce development and addressing the multimodal transit deficit, the legislative meeting underscored the need for a comprehensive approach.

Navigating the PLA Debate: A Contested Landscape 

A notable aspect of the legislative meeting was the discussion surrounding Project Labor Agreements (PLAs). The industry came out in opposition to mandated PLA’s like those projects in Loudon County and Fairfax County.  Legislators engaged in a frank conversation; however, they have clearly heard only one side of the PLA debate—the union’s perspective.  
 
It will be critical for industry to make the time to talk with legislators and local supervisors about the concerns of mandated PLA’s on future projects. 

The concerns raised by some stakeholders highlighted the potential impact of mandated PLAs on project costs, bid competitiveness, and the ability of contractors to engage a diverse pool of skilled workers.
