VTCA Welcomes New Board Members and Officers for 2026–2027

During the 2026 VTCA Annual Meeting, members gathered to recognize new leadership and celebrate those who have volunteered to help guide the association into its next chapter.

Outgoing VTCA President Nate Orders introduced new members of the VTCA Board of Directors, recognizing their willingness to serve the transportation construction industry and help shape the future of the Alliance.

The newest members of the VTCA Board of Directors are:

• Robbie Williams, Director of Operations, Branch Civil, Inc.
• Randy Wirt, Director of Engineering and Senior Vice President, ECS Mid-Atlantic, LLC
• Darell Fischer, Chief Business Officer, Rinker Design Associates, LLC
• Andrew Gay, Partner, Gentry Locke
• David Frazier, Vice President of Sales, The Frazier Quarry

Following their introduction, attendees welcomed the new board members with a round of applause in appreciation for their commitment to serving VTCA and its membership.

The Annual Meeting also marked the installation of the 2026–2027 VTCA Officers. Members welcomed Brian McPeters of Kimley-Horn as the Association's new Secretary and Jessica Colbert of Allan Myers as the new Vice President.

Jessica M. Colbert, PRMP, PSP, serves as Director of Project Risk at Allan Myers, Inc., where she specializes in project risk management, planning, and scheduling. A graduate of Virginia Tech with a bachelor's degree in Building Construction, Jessica also holds an MBA and a master's degree in Technology Management with a Project Management specialization. She is actively involved in the Virginia Transportation Construction Alliance's Contractor Leadership Committee within VTCA's Contractor Leadership Committee (CLC), where she worked to help members identify industry risks and strengthen collaboration with VDOT. Jessica is passionate about advancing best practices in project delivery and enjoys woodworking and cheering on Virginia Tech athletics in her spare time.

Brian McPeters is a Senior Vice President with Kimley-Horn & Associates, Inc., bringing more than two decades of experience in civil and environmental engineering. A graduate of Virginia Tech with a bachelor's degree in Civil and Environmental Engineering, Brian has been an active leader within the transportation industry through his involvement with organizations such as ASHE and ASCE, where he previously served as the Younger Member Coordinator. He is also a dedicated leader within the Virginia Transportation Construction Alliance, serving on the Engineering Consultant Leadership Committee (ECLC) and helping to foster collaboration and professional development across Virginia's transportation engineering community. Outside of work, Brian enjoys history, following Virginia Tech athletics, and cheering on the Washington Commanders.

The installation of new Board members and officers reflects the strength of VTCA's volunteer leadership and the dedication of professionals who are committed to advancing Virginia's transportation construction industry. As the Association prepares to celebrate its 100th anniversary, this new leadership team will play an important role in guiding VTCA's continued growth, advocacy efforts, and service to its members.
