Welcome to New ECLC Membership
VTCA’s Engineering Consultant Leadership Committee welcomed three new members as the committee term-year refreshed on July 1st. New to the committee will be Chad Lahaie from JMT, Randy Boice from T3, and Grant Howerton from RK&K.
Chad Lahaie brings more than two decades of experience leading roadway and transportation design projects, with direct responsibility for delivering municipal and VDOT projects across Hampton Roads. He regularly leads multidisciplinary teams integrating roadway, drainage, utilities, environmental coordination, and traffic engineering. As a former participant in VTCA’s Emerging Leaders program, Chad brings a unique understanding of the value the ECLC plays in advancing the consultant community. Chad received his B.S. in Civil Engineering from Old Dominion University.
Randy Boice has 35 years of consulting and leadership experience, much of it in Virginia, delivering multimodal transportation improvement projects across planning, design, and construction. He joined T3 Design in June 2023 to support the company’s growth and strategic partnerships as T3 expands into new practice lines and regions, and he currently serves as Vice President of Strategy and Operations. He has chaired the Technical Advisory Committee (TAC) for the Northern Virginia Transportation Authority (NVTA) for more than a decade and currently serves on the board of ITS Virginia (ITSVA). Randy received his civil engineering degree from Clarkson University in upstate New York.
Grant Howerton is Director of RK&K’s CEI Services in Virginia and oversees work in all nine VDOT districts, managing prime on-call contracts with five districts, as well as multiple project specific contracts. Grant also leads CEI contracts with localities and transit agencies and is involved with design-build projects, both as an owner's representative and on the design-builder team. He earned both a B.S. and an M.S. in Civil Engineering from Virginia Tech. He is a 2014 graduate of the Virginia Tech/VTCA/VDOT sponsored Transportation Construction Management Institute (TCMI), and a recipient of the 2016 Vecellio Construction Engineering & Management Program (VCEMP) Outstanding Young Alumnus award.
In a departure from last year, which welcomed three Hokies, Grant was the lone VT graduate this year. Congratulations to the Monarchs and the Golden Knights (had to look that up) for adding some much-appreciated diversity to the class of ’26!
