MSHA Appoints Timothy R. Watkins as Administrator for Mine Safety and Health

The U.S. Department of Labor’s Mine Safety and Health Administration announced the appointment of Timothy R. Watkins to the Senior Executive Service position of Administrator for Mine Safety and Health Enforcement, effective April 19, 2026.

“MSHA is solely dedicated to the safety and health of America’s miners, and for nearly four decades, Mr. Watkins has demonstrated an abiding commitment to that mission,” said Assistant Secretary for Mine Safety and Health Wayne Palmer. “His expertise, judgment, and steady hand will serve our agency, mine operators, and miners well.”

Mr. Watkins has extensive leadership experience and technical expertise. He previously served as Acting Administrator and Deputy Administrator for MSHA. Earlier, he served as District Manager in southern West Virginia and as Assistant District Manager in Pikeville, Kentucky. Mr. Watkins is a well-rounded technical expert, having worked as a ventilation specialist, mining engineer, and mine safety supervisor, both at MSHA and in industry. Through his diverse work experience, Mr. Watkins has gained in-depth expertise in all areas of mine safety and health.

In addition to his professional experience, Mr. Watkins has participated in numerous coal mine rescue contests and contributed to mine accident investigations. In 2017, Mr. Watkins was inducted into the Coal Mine Rescue Hall of Fame. Mr. Watkins’ education also focused on mining: he holds a Bachelor of Science in Mining Engineering from the University of Kentucky and is a Registered Professional Engineer.
