VDOT has issued a public notice proposing its Overall Triennial Disadvantaged Business Enterprise (DBE) goal for federal fiscal years October 1, 2026 – September 30, 2029, as required under 49 CFR Part 26. The proposed overall goal is 5.14% of federal financial assistance expended on VDOT contracts, broken down into a 4.11% race/gender-conscious portion and a 1.03% neutral portion. According to VDOT’s public notice, the goal is based on the availability of ready, willing, and able DBEs relative to all firms able to participate in USDOT-assisted contracts.

The triennial DBE goal-setting process supports VDOT's broader efforts to restart the DBE program and to set project-specific DBE goals. VTCA continues to maintain regular communication with VDOT leadership as the Department works to reestablish project-specific DBE goals on contracts, and will keep members informed of developments as they occur.
