Governor-elect Abigail Spanberger Announces Transportation Administration Appointments
Governor-elect Abigail Spanberger announced senior staff in the Office of the Governor, Virginia state agency leads, and secretariat senior staff who will work to deliver results for Virginians.

In January 2018, Stephen C. Brich was appointed commissioner of the Virginia Department of Transportation (VDOT), the third-largest highway agency in the country. Entering his third Administration as Commissioner, Brich oversees a $8.9 billion annual budget and a team of more than 8,000 people who are responsible for designing, building, maintaining, and operating the state's more than 59,000 miles of roadway, 21,000 structures and bridges, six tunnels, and three ferry systems.
Brich possesses 30 years of extensive experience specializing in the areas of traffic engineering, safety, operations, transportation planning, and research.
Prior to his appointment to VDOT, Brich served as a vice president with a major consultant’s operation, focusing on transportation in Virginia. He was responsible for leading strategic planning and pursuits relating to surface transportation.
Mariia Zimmerman is a former Principal Deputy Assistant Secretary for Policy at the US Department of Transportation under the Biden Administration. She led the US DOT's policy team in implementing the Bipartisan Infrastructure Law (IIJA) and improving safety initiatives, climate resilience, and equality efforts.
Prior to her work at USDOT, Zimmerman was the Deputy Director for Sustainable Communities at the US Department of Housing & Urban Development. She helped to launch HUD's sustainable communities planning program, integrating housing with transportation, economic development, and environmental planning.
Gregory Campbell has been re-appointed as the Director of the Virginia Department of Aviation. VDA administers $48 million in federal funding for airport upgrades, including runway rehabilitation and the installation of new lighting systems.
As DOAV Director, Greg oversees a team of 35 professionals who grow local communities through economic development, serve the 65 public-use airports across the Commonwealth, meet the transportation needs of Virginians, assist in workforce development, and support the $25 billion aviation industry in Virginia. He serves on the board of the Governor's Aerospace Advisory Council, the Virginia Commercial Space Flight Authority, the Virginia Resources Authority, and the Washington Airports Task Force.
